Sturgeon Bay Common Council selects West Waterfront contractor

STURGEON BAY – Sturgeon Bay Common Council awarded Green Bay-based Peters Concrete Company the contract to build the highly anticipated West Waterfront Promenade.  

After city leaders sifted through seven bids, city leaders found Peters came in with a complete, low bid — $1.4 million. 

The promenade includes a wide seating terrace, a pedestrian-friendly walkway and area open to possibilities for housing or retail development. 

Peters requested five options as part of the bid the common council voted to remove. One included building the central walkway, but the council held off on accepting that part of the bid until more details with the granary, located near the waterfront, are cleared up.

The council also denied a request to extend the completion date one month to July 15, 2021 because the savings was too small to warrant a delay, according to city leader’s executive summary to the council.

The council kept completion of the asphalt driveway, Cedar Corporation as designer of the bollard foundations and plans in place for installing trees on the waterfront, all options requested by the Peters.

The executive summary said funds in Sturgeon Bay’s 2020 Capital Budget covers some costs of the promenade, but other parties will support it, including Sturgeon Bay Utilities, Sturgeon Bay Historical Society and the Door County Maritime Museum. The city also received $447,841 in stewardship grants and submitted an application for a Harbor Assistant Program Grant.

Sturgeon Bay awaits Department of Natural Resources approval on an environmental remediation plan and a Notice of Intent before starting constructing. City Administrator Josh VanLieshout said they could hear back from the department as early as Thursday.
